Getting Started: The Massachusetts MTSS Blueprint
A Multi-Tiered System of Support (MTSS) is an organizing framework school districts can use to build a system of proactive practices that ensure every student receives a high quality educational experience.
In 2025, Massachusetts updated its MTSS Blueprint tool to reflect current research and lessons from more than a decade of MTSS implementation experience.
The Blueprint now includes two additional holistic student support domains (school belonging and health & wellness); emphasizes the interconnectedness of social, emotional, and behavioral development; and puts the spotlight on five high-leverage MTSS implementation drivers.
